The Digital Economy Program focuses on policy issues related to the appropriate roles of markets and regulation in furthering telecommunications networks and their use.

The digitization of information is transformative, fundamentally changing the nature of production and the structure of economic activities, giving rise not only to a digital economy, but a digital society. This program evaluates whether policies around regulation and investment foster or hinder the evolution of the digital economy.
