Regulatory Governance includes both policy development and implementation. Policy development involves defining the regulatory goals and objectives surrounding resource development. Implementation involves the regulation, institutional capacity, processes and systems to assure that resource development activities occur in a manner that is consistent with the policy outcomes. Good regulatory governance is transparent, predictable and efficient and also encourages sustainable development balancing economic, social and environmental objectives.
