The Government of Canada has just announced a $1.7 billion fund to clean up orphaned and inactive oil and gas wells. In turn, the Government of Alberta has announced the Site Rehabilitation Program, to provide grants to oil service contractors to perform reclamation work.

While cleaning up these old wells is good news for employment and the environment, it raises several questions. Does using government funds for clean-up mean we are abandoning the polluter pay principle? And what legislative steps need to be taken to ensure we don’t have another batch of abandoned wells in the future?
